What are item levels?
Anyone who plays Warcraft 3 knows that items drop from creeps. What some people may not know is that each item has a specific level. Items are split into 2 groups: permanent items and consumable/charged items. Each item is then given a level depending on how strong it is and grouped by level with items of similar strength.
Every map has set rules made by their map creator about what items can drop from which creep(s). An item creep will drop one item from one of the levels listed below. Some map creators have removed certain items from the potential pool of items that can drop due to balance issues. For example depending on the map, wand of lightning shield may not drop where other level 2 consumable items drop (such as on LR). *note* in patch 1.36 lightning shield was removed from the item pool.
The potential drop table for each creep camp will only include items from the same category and level. For example if a creep camp drops level 2 permanent items it will never drop a level 2 consumable/charged item or visa versa.
Some creep camps drop multiple items (like the scorpions on Northern Isles). However, it will always be the same creep in that camp holding either the permanent or consumable item.

Map Previews which show where items drop on each ladder map.
Liquipedia has put together an awesome list of maps and has a preview function that you can use on many maps to see what creeps drop which items. You simply go to the link listed below, click the creep camp circle (the green, orange or red circles) and you will see what drops. They do not have the newer maps updated and they will be shown below.
Remember, as said above, some map creators have removed certain items from the potential pool of items that can drop due to balance issues. For example depending on the map, wand of lightning shield may not drop where other level 2 consumable items drop.
